Pennsylvania has a flat state income tax and a patchwork of local ones. The state takes a flat percentage, and then your work location or home address decides how much local tax comes out. The calculator above shows state, UC and local tax as separate lines.

Pennsylvania state tax and UC withholding

The state rate is 3.07% of the compensation subject to withholding, taken from the Department of Revenue’s employer withholding guidance. It is the same at every pay level, with no allowances to claim and no filing status on the state side. For a $2,000 paycheck, that is $61.40.

Pennsylvania also withholds a 0.07% unemployment compensation contribution from employees. The Department of Labor and Industry describes it as 70 cents per $1,000 of gross wages for 2026, with no cap on the wages it applies to. On the same $2,000 paycheck that is $1.40.

Local earned income tax and Act 32

Pennsylvania municipalities and school districts can levy an earned income tax. Under Act 32, your employer withholds the higher of your resident rate and the non-resident rate for the place you work. Philadelphia runs its own wage tax outside that system.

The calculator’s presets use resident rates read from the state’s local rate lookup on October 23, 2026. Pittsburgh is 3%, Allentown 1.975%, Reading 3.6%, Erie 1.65%, Upper Darby 1%, Scranton 3.4%, Bensalem 1% and Bethlehem 1%. Lower Merion is 0%. Each figure is the municipal rate plus the school district rate at the city’s address, and the school district part can vary elsewhere in the same municipality. Local rates change each January 1, so a preset read in October may be out of date by then.

Philadelphia paycheck calculator: wage tax rates

Philadelphia has two rates. From July 1, 2026 through June 30, 2027, residents pay 3.735% of gross wages and non-residents who work in the city pay 3.425%. Both are presets in the calculator. Pick the one that matches whether you live in Philadelphia. The preset covers the rate for the fiscal year that began July 1, so it does not describe January through June of 2026.

Local services tax

Some municipalities charge a local services tax (LST) as a flat dollar amount for the year. Employers split it across your paychecks. Among the places we checked, it is $52 in most, $156 in Scranton and $0 in Philadelphia, and people earning under $12,000 are exempt in many of them. Because LST is a dollar amount and not a percentage, it is not part of the rate figures above. Check your stub for it.

Retirement contributions are taxed in Pennsylvania

This is the Pennsylvania rule that surprises people most. The Department of Revenue says employer payments into a 401(k) or other retirement plan made through your election, by salary reduction or payroll deduction, are taxable and belong in Pennsylvania gross wages. A 401(k) contribution lowers your federal income tax wages, but your Pennsylvania withholding and your local earned income tax still use the full amount. Employer-paid medical, dental and vision plans are not taxable compensation.

Hourly pay and overtime

For an hourly worker, enter your rate, weekly hours and overtime hours. Overtime goes into gross pay at time and a half, and Pennsylvania takes its 3.07% from all of it, along with the UC contribution and any local tax.

How Pennsylvania taxes your paycheck

Tax year 2026. Valid 2026-01-01 to 2026-12-31. Checked 2026-10-24.

Pennsylvania personal income tax withholding: flat 3.07% x compensation subject to withholding for each pay period (REV-415 'Calculation of Withholding'). No allowances, exemptions, standard deduction, or filing-status inputs on the PA side. Employee unemployment compensation (UC) contribution: 0.07% of gross wages, no wage cap, withheld on all employees (PA DLI). Local: Earned Income Tax (EIT) withheld at the higher of employee's resident rate and work-location non-resident rate (Act 32, except Philadelphia which runs its own wage tax). Local Services Tax (LST) is a flat annual amount (commonly up to $52, prorated per pay period, with a low-income exemption for earned income under $12,000 where set), see local_presets notes; LST is not modelled as a rate.
